
How to Submit Utility Interconnection Forms

A finished solar installation is not ready to turn on just because the panels, inverter, and wiring are in place. Your utility must review the system, approve its connection to the grid, and issue Permission to Operate (PTO). Knowing how to submit utility interconnection paperwork correctly keeps your DIY project moving and prevents a small documentation error from becoming a weeks-long delay.
Interconnection is a utility process, not a sales process. The utility wants to confirm that your system is safe, uses approved equipment, includes the required disconnecting means, and will not create problems on its distribution grid. Your job is to give them a complete, consistent package that matches your permit plans and final installation.
Start With Your Utility's Interconnection Rules
Every utility has its own application portal, forms, deadlines, fees, and terminology. Some call it an interconnection application. Others call it distributed generation, net metering, or a customer generation request. Do not assume a form from a neighboring utility, or even another service territory in your state, will apply to your home.
Find the residential solar or distributed generation section of your utility's website before ordering equipment or starting installation. Confirm whether the utility requires an application before installation, before the permit is issued, or only after the system passes inspection. Most residential systems follow a two-stage process: an initial application and a final submission after installation.
Also verify the program your system will use. Net metering, net billing, export compensation, battery programs, and time-of-use plans can have different enrollment forms and deadlines. The interconnection approval is about connecting safely; the billing program determines how exported energy is credited. They may be handled together, but they are not always the same approval.
Build the Application Around the Actual System
The fastest way to create a utility problem is to submit paperwork for one system and install another. Your application should reflect the final equipment, electrical configuration, and service details as closely as possible.
Start with the core system information: the property address, utility account number, account holder name, service voltage, meter number if requested, proposed system size in kW DC, and inverter output in kW AC. Utility forms often ask for both DC and AC ratings. Do not substitute one for the other. Your module total may be 10.2 kW DC while your inverter output is 7.6 kW AC, and both figures can be correct.
You will usually need equipment model numbers for modules, inverter(s), battery equipment if applicable, rapid shutdown devices, and sometimes the revenue-grade meter or consumption meter. Use the exact model numbers from your design and purchase documentation. A model family name is not enough when the utility is checking whether a specific inverter is certified for grid connection.
For most residential projects, the application package includes these items:
A completed utility interconnection application, signed by the customer and installer where required.
A one-line diagram showing the solar equipment, disconnects, service equipment, and point of connection.
Site plans or permit plans that show array location and major equipment locations.
Equipment specification sheets and certification information for the inverter and other required devices.
Proof of insurance, contractor documentation, inspection records, or fees when your utility requires them.
Your utility may request fewer documents for a small, inverter-based rooftop system. It may request more when you are adding batteries, installing a ground mount, using a supply-side connection, or proposing a larger system near a program or transformer limit.
Make Your One-Line Diagram Easy to Review
A one-line diagram is one of the most important documents in the package. It gives the utility reviewer a quick electrical map of your system. It should clearly show the PV array, inverter, AC and DC disconnects as applicable, battery system if included, breaker or supply-side tap, main service panel, utility meter, and utility service.
The diagram must identify the point of interconnection. For a load-side connection, this is typically a backfed breaker in the main panel or a downstream panel. For a supply-side connection, it is made on the service conductors ahead of the main breaker. These approaches have different code, permitting, and utility implications. A supply-side connection can be a good solution for certain service configurations, but it requires careful design and is not a shortcut around capacity calculations.
Make sure breaker sizes, conductor sizes, disconnect ratings, inverter output, and service rating match the permit set. A mismatch might be a simple typo, but reviewers have no reason to guess which document is correct. They will usually send the application back for clarification.
Submit at the Right Time
The timing of your submission depends on utility rules. If pre-approval is required, submit the initial application before you install equipment. Waiting until the system is complete may force you to correct a design decision that could have been caught earlier, such as an unsuitable point of connection or an inverter that is not on the utility's accepted equipment list.
If your utility allows a post-installation application, submit as soon as the system is installed and your required inspections are scheduled or complete. Do not wait until the end of a long project to gather paperwork. Create the utility package while your plans, equipment selections, and installation details are fresh.
If you are using a homeowner permit, pay close attention to signature fields. Some utilities accept owner-installed systems without issue, while others require a licensed electrician, contractor, or responsible party to sign portions of the application. Be accurate about who designed, installed, and will maintain the system. Never list a contractor who did not perform the work just to satisfy a form.
Use the Portal Like a Project Record
Many utilities use online portals, and those portals are often the only official record of what was submitted and when. Create the account using the customer name that appears on the electric bill unless the utility directs otherwise. A name mismatch between the application and account can stall processing, especially after a recent home purchase or account transfer.
Before clicking submit, review every uploaded file. Use clear file names such as “SmithOneLineDiagram” or “SmithInverterSpecSheet.” Avoid blurry photos, incomplete screenshots, password-protected files, and plan sets with missing pages. If the portal limits file size, export a readable, compressed PDF rather than reducing the document so much that labels become illegible.
Save copies of the submitted application, confirmation email, payment receipt, and every utility message. If the portal displays a project number, add it to your permit folder. This makes it far easier to respond when the utility asks for a correction or when you need to check the status by phone.
Respond to Corrections Without Guessing
A correction notice does not necessarily mean the project is in trouble. Utilities regularly request missing labels, revised diagrams, proof of inspection, or clarification on service equipment. The key is to answer the specific request completely rather than uploading unrelated documents and hoping the reviewer can sort it out.
Read the notice alongside your approved permit plans and as-built installation. If the utility says the inverter model does not match, verify the model number on the physical equipment label. If it asks for a revised one-line diagram, update the drawing to show what was actually installed, then confirm that the revised configuration remains code-compliant and permitted.
Do not make a field change just to satisfy the utility without considering the permit and electrical code consequences. A different breaker, new point of connection, or substituted inverter can require a permit revision and another inspection. That sounds slower, but a documented correction is far better than operating a system that does not match the approved plans.
Finish the Approval Sequence
For many utilities, final approval requires three things: a completed installation, a passed local electrical inspection, and final interconnection documents. The utility may also require photos of labels, a signed certificate of completion, a witnessed test, or confirmation that a visible AC disconnect is accessible. Some utilities replace or reprogram your meter before granting PTO.
Do not energize a grid-tied solar system for normal operation until the utility gives written Permission to Operate. Your inverter may be capable of producing power, but utility approval is what authorizes parallel operation with the grid. Turning it on early can violate the interconnection agreement and create avoidable liability.
Once PTO arrives, keep it with your system records. You will want the approval letter, final plans, inspection approval, warranties, equipment manuals, and monitoring information in one place. Those records are useful for future service work, insurance questions, home sales, and battery additions.
